As far as public management is concerned, the model adopted -and still being adopted- in the state reforms carried out in Argentina -and throughout the region- is the efficiency model, based on scientific management, whose central value is economic rationality through the transformation of resources into results. This proposal is nourished by the classic management tools, which include accounting and management control techniques, budgeting, financial analysis, purchasing and inventory management, job classification, workload evaluation, etc. Although we handle these tools and this management approach, we at Sobretesis disagree with its imposition and its application in various spheres of the State that are considered transcendental, and in which the satisfaction of the needs of the most disadvantaged must be prioritized to the detriment of efficiency or results in money.
The currently widespread model, inspired by private initiative, needs to be adapted to the political-democratic context of which the public sector is a part. Transferring the logic of management to the public sector presents clear deficiencies, given the need to observe collective values and meet the requirement of inter-institutional collaboration, which is essential in the management of different public policies. From our point of view, this is evident in the period of Mauricio Macri's government at the head of the country, and further more, is calamitous during current Milei's presidency. We believe that public management can be improved by eradicating management practices and behaviors linked to corruption, such as currency flight and money laundering, which are so characteristic of the mentioned presidents and their dream teams.
